    Last December, when several provisions of the Patriot Act were set to expire, Congress instead extended the sunset clause to the end of February.  With this extension, as with any extension, one would assume that further debate was their primary motive.  As with previous extensions of the Act, serious debate addressing public grievances was never undertaken.

    Rob Brown, California Banker’s Association CEO comments on California’s banks. Although many banks are accepting registered warrants, they do not want to interfere or further hold up the budget process. No doubt, that would be contrary to the governor’s intentions when he compelled the resorting to warrants.

    Wells Fargo and Bank of America have already stopped accepting California State IOUs (or registered warrants, previous post). However Citi-Bank and a few others have extended their acceptance for one more week.

    California auto manufacturers- oops, rather, the one that’s left- anticipate(s) two bills (ABX4 31 and SB 830) which will, if passed, exempt them from sales tax on “improvements and retooling” of their plant(s). Although the only plant left has no plans to do so, it may one day choose to adapt to the market place and produce more energy efficient technology.

    Although many banks stop accepting IOUs, more than 60 credit unions still are. The amount of IOUs issued has skyrocketed from $53 million (previous post) to nearly $355 million. The interested rate is set at 3.75%.
