    The
    problem with a state of emergency is that it sounds so urgent.

    So when
    Gov. Arnold Schwarzenegger declared
    a state of emergency
    last Tuesday due to swine flu, it immediately bestowed the
    outbreak a greater sense of urgency than it had at that point. Or has at this
    point, for that matter - there still are only 14 confirmed cases in the state.

    Let's
    hear it for Pittsburgh, which Tuesday made dirty
    air not just California's
    problem.

    The Pennsylvania city topped the American Lung
    Association's annual list
    for the worst short-term air pollution from
    particles and was barely second to Los
    Angeles for year-round levels.

    It's the
    first time in 10 years that a city outside California has headed any list in the yearly
    State of the Air report, the lung association says.

    appears that Sandra Cantu, the 8-year-old who was last seen wearing a
    "Hello, Kitty" shirt, didn't die at the hands of the clichéd
    shadowy stranger
    .

    Instead,
    the person accused of killing the Tracy
    girl is the statistical abduction probability: 60 percent of the time when
    someone other than a family member kidnaps a child, it's someone the child is at
    least acquainted with.

    African-American, white, Latino and low-income students all have improved significantly
    on national tests in fourth-grade reading and eight-grade math over the past
    decade, and at a slightly better pace than the nation as a whole, according
    to a new report
    .

    California leads
    the nation in financial aid offered to low-income college students. It's in the
    middle of the pack - 25th - nationally when it comes to college affordability.
