State senator, Jenny Oropeza, is extremely upset that some cities, such as Roseville, are issuing discounted tickets to traffic offenders, thus robbing the state of much-needed revenue.  While Roseville appears to possess one of the more lax ticket policies, city law enforcement claims that a whopping 75% of traffic tickets still charge the normal state fines.
